Leverage
Leverage is one of the four Primary Constraints in the OPC Model: the main bottleneck is the rate at which effort converts into useful output, progress, or advantage.
The main problem is that effort is not translating into enough output, progress, or advantage. Applying effort — but the return on that effort is insufficient.
A Leverage constraint is frequently mislabelled as not working hard enough. The pattern underneath is structural: the effort is real, and it is being applied where it cannot compound.
