Clarity
Clarity is one of the four Primary Constraints in the OPC Model: the main bottleneck is the quality of the directional signal, not capacity or effort.
The main problem is not knowing what the right direction, priority, or interpretation is. Not limited by effort — limited by the quality of the directional signal.
A Clarity constraint is frequently mislabelled as lack of motivation or indecisiveness. The pattern underneath is structural: there is no stable signal to decide against, so effort goes into re-evaluating instead of advancing.
